Following a review of the existing temporary scheme, a permanent scheme has been developed which formalises the temporary scheme with a number of improvements proposed that further improve cyclist safety.

We would like to understand the views of the public on these proposals before a decision is taken on implementing the scheme.

History of Scheme

Abingdon Street is part of Westminster Cycling Strategy to encourage more people to take up cycling, to improve facilities for existing cyclists and to improve safety.  

Abingdon Street has been identified in the strategy as an area for improvement and the scheme looks to develop proposals from Parliament Square down to Lambeth bridge roundabout in line with the cycling strategy. 

In November and December 2021 Westminster consulted on the ‘Cycling Movement Strategy’ temporary cycle schemes. The consultation sought stakeholder views on retaining the 11 temporary cycle schemes installed across the City of Westminster as part of the City Council’s covid response. The consultation received a great level of support in retaining the temporary cycle lanes. 

We are now in the process of developing permanent proposals for the 11 cycle schemes. This consultation is for Abingdon Street which for which we have developed permanent proposals, building on the northbound cycle lane that was implemented previously.

Summary of Proposals

The proposals include: 

  • Provision of a stepped cycle track northbound on Millbank and Abingdon Street.
  • An increased width of cycle lane will be provided where stepped track is not feasible.
  • Upgrade of existing bus lane timings to 24 hour to provide a continuous level of service for southbound cyclists.
  • Provision of two raised zebra crossings on Millbank. 
  • Provision of raised table junction between Millbank and Dean Stanley Street.
  • Provision of continuous footways across side road junctions with Dean Stanley St, Great Peter Street and Great College Street.
  • Provision of a taxi rank on Dean Stanley Street 
  • Amendments to existing traffic islands to allow for the proposed new cycling infrastructure whilst maintaining existing facilities for motor traffic.
